    Uniform handling of administrative penalty proceedings

    The VStV application is the central platform for the handling of administrative penalty proceedings within the competence of the Austrian Federal Ministry of Internal Affairs (BMI) as well as for all the administrative criminal authorities in Austria. It is used to collect administrative penalties by executive bodies and the authority’s staff, as well as for the processing of administrative penalty proceedings by the competent authorities.

    Starting situation

    Until now, employees of the authority and the executive worked with two different systems, with many processes still being carried out in paper form. The PAD NG project (Protocol –Advise – Document Next Generation) aims to transfer the current application on a uniform and modern technological platform. VStV is the first module of PAD NG. It includes the collection of reports by the executive as well as a workflow-driven application developed for the authorities for the handling of administrative penalty proceedings.

    VStV in the executive forces

    Incoming data from the supplying systems (radar, ASFINAG, etc.) and reports of the executive are included in the system. With the help of the application, the report collection of the executive branch is optimally supported and the data transfer to the competent authorities in the state police directorates as well as the federal states is ensured. More than 21,100 executive employees are already using the application.

    Implementation in the Ministry

    VStV enables the users to manage the complete electronic file with all its associated forms and documents. In concrete terms, this applies to all BMI services (Police Commissioners, National Police Directorates, …). The complete viewing of all file components enables a targeted search for criminal facts based on the specifications entered by the inspecting person. In order to harmonise organisational processes, VStV provides a uniform workflow for all criminal persecution departments and the penal system. In addition to a large number of new functions, VStV also offers a higher quality of data collection through data matching with register applications such as ZMR, FSR, IDR, KZR and EKIS, while at the same time reducing paperwork.

    Fully automated functions for bulk processing including anonymous orders, driver surveys, penalty orders and reminders additionally provide the possibility to view the sent documents. By centralising the individual application functions, letters are sent out via a central printing link.

    VStV in the federal states

    The federal states have by now used their own applications for the processing of administrative penalties. For the benefit of leveraging synergies throughout Austria, the VStV application is to be introduced gradually in all federal states. It started with the State of Burgenland, which already uses the application in all its district commissions. The aim is to ensure that the collection and processing of administrative penalties for all of Austria is performed in a central application.

    High complexity and short turnaround time

    Within a turnaround time of only one year, the module was introduced to the executive forces and put into operation on 29 July 2013. The full operation in the Ministry was achieved by 1 March 2014 after a period of 1.5 years. The challenges included the establishment of the numerous interfaces as well as the migration of the old data. The large number of participants from different organisations (BMI, Federal States, Magistrate, ASFINAG, Wiener Linien...) required a high level of coordination and communication.

    Outlook

    As part of the rollout in the federal states, the application is continuously being further developed and adapted to the state-specific requirements (print road providers, interfaces to specialist systems, etc.). It is also planned to introduce online forms to enable a modern and citizen-oriented e-government. In future, citizens will be able to save themselves various administrative paths and submit forms such as driver information online. This data can be transferred directly to the application.
